Code Enforcement Division

Pinellas County Code Enforcement oversees code compliance in unincorporated areas of the County. Approximately 280,000 people live in these areas. Its primary responsibilities include:

• Enforcing local county codes in the unincorporated areas of the County
• Investigating code complaints and unlicensed contracting (countywide) 
• Enforcement authority for evaluating and condemning unsafe buildings and structures
• Managing short-term rental compliance
• Administering compliance through Special Magistrate and Local Ordinance Violation court
• Administering foreclosed property registries

Code Enforcement administers the Short-Term Rental (STR) Certificate of Use program, requiring property owners renting for stays under 30 days to register and pass mandatory safety inspections. Code Enforcement monitors these properties to safeguard residential neighborhoods by enforcing limits on noise, occupancy, off-street parking and trash disposal. Property owners and residents can access application guides, safety checklists, or report non-compliant rentals on the Pinellas County Short-Term Rental Program page.

Pinellas County contracted with MuniReg LLC, a third-party company, to administer the County’s foreclosure registry. Pursuant to Pinellas County’s Ordinance No. 16-52 § 3, 10-11-16, this ensures that all foreclosed properties are maintained and in compliance with all applicable codes.
