- 2026-2027 Performance Review and Needs Assessment – 1/21/26 Pinellas County is in the process of developing its Annual Action Plan for FY 2026-27 Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME) Programs. The City of Largo is developing its FY 2026-27 Annual Action Plan for the CDBG Program. Pinellas County’s Annual Action Plan is a One-Year Plan specifying how Pinellas County will utilize CDBG and ESG funds and how the Consortium, with the City of Largo, will utilize HOME funds. The City of Largo’s Action Plan will address how it will utilize its CDBG funding. The Action Plan is developed through a process which includes input from citizens and agencies through community meetings, public hearings, and a competitive application process. A joint public hearing is being held with the City of Largo to obtain citizens’ views on housing and community development needs for FY 2026-27, and on review of FY 2024-25 program performance for the County and the City’s CDBG, ESG, and HOME Programs.

Notice of Funding Availability
Pinellas County will begin accepting applications on December 8, 2025, from agencies supporting individuals and families experiencing or at risk of homelessness for ESH-RUSH and ESG programs. See the full NOFA for information on available funds, purpose of funding, and eligible activities.
2025 Local Contribution Match Application
Pinellas County announces the availability of local government support funding for eligible affordable housing development projects to meet the criteria of the Florida Housing Finance Corporation (FHFC) Competitive Application Process RFA #2025-202 Housing Credit Financing. FY 2025-2026 State Housing Initiatives Partnership Program (SHIP) Funding
Pinellas County expects to receive $3,841,730 in SHIP Program funds for Fiscal Year 2025-2026 (July 1, 2025 – June 30, 2026) to expand the availability of safe and affordable housing. Applications for FY 25-26 funded activities will be accepted between July 1, 2025, and June 30, 2028, or until all available funds are spent.
FY 2024 – 2025 State Housing Initiatives Partnership Program (SHIP) Funding
Pinellas County expects to receive $3,835,842 in SHIP Program funds for Fiscal Year 2024-2025 (July 1, 2024 – June 30, 2025) to expand the availability of safe and affordable housing. Applications for FY 2024-2025 funded activities will be accepted between September 28, 2024, and June 30, 2027, or until all available funds are spent.

2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER)
Pinellas County’s Consolidated Annual Performance & Evaluation Report (CAPER) for the 2024-2025 Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs, including CDBG-Coronavirus Response (CDBG-CV), HOME-American Rescue Plan (HOME-ARP), and ESG-Rapid Unsheltered Response Housing (ESG-RUSH) funds, is available for viewing and public comment from December 12, 2025, through December 26, 2025. State Housing Initiatives Partnership (SHIP) Program 2022-2023 and 2023-2024 Annual Reports
Pinellas County’s SHIP Annual Reports for State Fiscal Years 2022-2023 and 2023-2024 are available for public review and comment from December 10, 2025, through December 24, 2025. A draft of the plan is available in paper format or .pdf by request by contacting the Pinellas County Community Development Division at 727-464-8210 or by email at cdplanning@pinellas.gov.
Written comments on the reports may be submitted to Pinellas County Housing and Community Development Department, 310 Court Street, Clearwater, FL 33756 or directly to the Florida Housing Finance Corporation, 227 N. Bronough Street, Suite 5000, Tallahassee, FL 32301. Written public comments shall identify the author by name, address, and interest affected and must be received by December 24, 2025.
The Pinellas County Consortium has prepared a Five-Year (FY25-FY29) Consolidated Plan that identifies housing and community development needs, priorities, objectives, and strategies. In addition, the one-year Action Plan (FY25-26) has been prepared to address needs identified in the Five-Year Plan. The Five-Year Plan, including the Annual Action Plan was submitted to HUD for approval in September 2025.
Pinellas County 2025 Analysis of Impediments to Fair Housing Choice
Pinellas County, in partnership with the cities of Clearwater, Largo, and St. Petersburg, has prepared an update to the Analysis of Impediments to Fair Housing Choice, assessing the County’s laws, ordinances, statutes and administrative policies as well as local conditions that affect the location, availability, and accessibility of housing.
Pinellas County’s 2024-2025 Annual Action Plan that identifies housing and community development needs, priorities, objectives, and strategies as well as the FY 2024-2025 proposed projects was approved by the Board of County Commissioners on July 30, 2024. The 2024-25 Action Plan has been submitted to and approved by the U.S. Department of Housing and Urban Development.
