Notice of Commencement Form

Notice that improvements will be made to certain real property. When this form is required, the form needs to be recorded with the Clerk of the Circuit Court and then submitted to Building Services before any inspections can be scheduled.

Process

• Record the Notice at the Clerk of the Court.
• Upload or email one copy to attach to your permit in the Pinellas County Access Portal.
  • Email: BuildingPermitRecord@pinellas.gov
• Leave the other copy at the jobsite for your inspector.
