Utilization Permit Application
When working in the right of way or publicly dedicated easements of a property — such as new or replacement driveways, sidewalks, sewer or water connections, and temporary access — make sure to apply for a Utilization Permit on the Pinellas County Access Portal.
How to Submit:
- Create an account on the Pinellas County Access Portal.
- Click on Develop in the toolbar, then click Create an Application in the submenu.
- Accept the terms, then click Continue Application.
- Choose Right of Way under Development Review Services.
- Download the Utilization Permit form (below) to upload to your record under the Develop tab.
- Make sure to finish the online application process. You will need: The Utilization Permit Application, both pages (below), and a Survey (copy), which a plan of the proposed work and a survey of the work area.
