Annual Enrollment – Tips for Enrolling
Access tips and answers to your frequently asked questions about enrolling in EBS (OPUS) for next year’s benefits during the Annual Enrollment period.
Who needs to enroll for benefits in EBS (OPUS)?
All employees need to enroll for 2025 benefits in EBS (OPUS) by Friday, November 15, including new hires and those declining coverage.
When is the enrollment period?
Annual Enrollment is from November 1 to November 15, 2024.
How do I enroll?
- Log in to EBS (OPUS) at home or at work to complete your benefits enrollment:
- Go to http://opus.pinellascounty.org.
- Log in and select PIN Employee Self Service and Benefits & Annual Enrollment.
- Make your selections.
- IMPORTANT: Select Confirmation Statement for a PDF of your enrollment choices before selecting Finish to submit your selections. Save or print the Confirmation Statement since it will be needed to resolve any possible enrollment issues.

What if I have a problem logging in to EBS (OPUS)?
- If you are unable to log into EBS (OPUS), contact the BTS Operations Center at btsoc@pinellas.gov or call (727) 453-4357.
- If you are able to log in to EBS (OPUS) but cannot update your benefits selections, please contact Benefits with your name and employee number at (727) 464-3367, option 1 between 8 a.m. and 5 p.m. or by email.
What is changing in 2025?
Visit Annual Enrollment for all the details.
Why do I have to go into EBS (OPUS) and do this? I’m not changing anything.
- If you do not enroll in EBS (OPUS), you will be defaulted to tobacco user status and charged the $500 tobacco premium in 2025.
- Annual Enrollment is the only time to enroll in the Annual Leave Exchange Program and Flexible Spending Account (FSA) if desired.
- It’s good to review your choices each year including your medical plan, dental coverage, life insurance, and dependents enrolled in each plan.
- This is an opportunity to review your life insurance beneficiary, although you may update or change your beneficiary in EBS (OPUS) at any time during the year.
Can I enroll from home?
Yes. You may access EBS (OPUS) to enroll at work or at home.
What if I am on vacation during Annual Enrollment?
You may access EBS (OPUS) from any computer, so you are still responsible for completing your elections by November 15, 2024.
What if I enrolled but I need to make changes?
That’s fine; you can log into EBS (OPUS) and make changes. Keep in mind that your choices will be final on Friday, November 15, 2024. Please make sure to print a new Confirmation Statement if you make changes.
What happens if I miss the deadline?
You will be considered a tobacco user and assessed the $500 tobacco premium in 2025. You will also have missed the chance to opt in to a Flexible Spending Account (FSA) and other one-time opportunities during Annual Enrollment. However, basic coverage will carry over into 2025.
Do I have to resubmit my domestic partner paperwork each year?
Yes. If you wish to cover a domestic partner, you need to submit a new Domestic Partner Affidavit and Certification annually. The deadline to get the 2025 paperwork to Benefits is November 15, 2024.
Do I have to resubmit my opt out paperwork each year?
Yes. If you choose to “opt out” of health plan coverage in 2025 due to alternate coverage, such as a spouse’s policy, you need to submit a new notarized Opt Out Summary and Affidavit annually. The deadline to get the 2025 paperwork to Benefits is November 15, 2024.
Will my supervisor know if I enrolled or not?
No. Supervisors are not able to see who completed Annual Enrollment. While we encourage supervisors to remind employees of this requirement, it is the employee’s responsibility.
How can I check that my selections are correct?
You can review your benefits selections in EBS (OPUS) using the instructions in the EBS (OPUS) Confirmation Guide.
Also, as of January 2025, check your first paycheck to make sure the correct amount is being deducted and that all of the benefits you elected are included. If corrections are needed, they must be made by January 30, 2025. Please contact Benefits for more information.
