Retiree: Dental Plans

Pinellas County provides dental coverage to its retirees through Cigna with a choice of three dental plans: HMO, Basic PPO, and PPO with Orthodontia.

To sign up for dental coverage, your enrollment form must be received by Benefits within 31 days of your leaving active employment. This is your only opportunity to enroll in the group plans. Plan design and premiums can be changed at any time with approval from the Board of County Commissioners.

Eligibility

The Group Dental Plan coverage is available to retirees if you meet the following eligibility requirements:

  • You are a participant in the FRS Pension Plan and are leaving County service to receive regular, early, or disability retirement benefits, or
  • You are a participant in the FRS Investment Plan, are leaving County service and either meet the age and service requirements to qualify for normal retirement (age 62 and vested or 30 years of service if hired before July 1, 2011 or age 65 and vested or 33 years of service if hired after that date) or have 6 years of creditable service (hired before July 1, 2011) or 8 years of creditable service (hired after July 1, 2011) and have reached age 59 1/2.
  • Enrollment is subject to the eligibility provisions and pre-existing condition limitations of the Group Plan.

  • The premiums charged for retirees and dependents are shown above.
  • The PPO plans are identical except that only one provides orthodontia coverage for abnormalities of the teeth and jaw such as crooked teeth or a poor bite which may include braces.
  • Both plans provide:
    • In network and out-of-network benefits.
    • The option to choose any general dentist to give you the maximum choice of dentists. We encourage you to choose a Cigna Radius network provider to reduce your costs. If you use a dentist outside the Cigna Radius network, you will pay more for the same service.
    • The option to choose any specialist with no referral required.
    • Annual maximum benefit of $2,000 that Cigna will pay towards services each year, and a separate lifetime maximum of $1,500 for the orthodontia plan.
    • No pre-existing condition limitations.
    • Preventive care coverage at 100% including 2 exams and 2 cleanings per year. NOTE: The previous PPO plan covered 3 cleanings per year, but only the first $150 of costs was covered at 100%. Receiving more than 2 cleanings typically costs more than $150, resulting in no change to the benefit.
    • Deductible of $50 for individuals and $150 for family per calendar year for non-preventive care.
    • Basic restorative care (such as fillings, simple extractions, anesthetics, minor and major periodontics, root canal therapy, bridge repair, crown repair) covered at 80% after the deductible.
    • Major restorative care (such as crowns, inlays, dentures and bridges) covered at 50% after the deductible.
  • The PPO with Orthodontia plan includes:
    • Child and adult orthodontia care coverage covered at 50% after deductible and with a separate $1,500 lifetime maximum coverage.
    • The $1,500 lifetime maximum is a separate maximum just for orthodontia coverage and does not count against the $2,000 annual maximum.
  • ID cards: Cards are issued only to members who selected PPO Basic. The cards will look the same as last year’s.
