Apply for a Permit on the Pinellas County Access Portal

All permits for unincorporated and interlocal municipalities that we serve can be applied for on the Pinellas County Access Portal. To apply for a permit, you must create an account. Please read the instructions thoroughly before creating an account.

All permits applied for in error are NON-REFUNDABLE.

Do We Serve Your Area?

We serve unincorporated Pinellas County, as well as Belleair Beach, Belleair Bluffs, Belleair Shore, Indian Rocks Beach, Kenneth City, Safety Harbor, and Oldsmar. Please verify with your city whether a preapproval letter is required for the project. If a preapproval letter is required, it must be uploaded to the Pinellas County Access Portal with your permit documents during initial submittal to prevent delay in processing.

Permit Types

Storm Recovery Permitting

Visit our storm recovery permitting page to learn how our streamlined storm recovery permitting process can help you quickly return to your home or reopen your business in the aftermath of Hurricane Helene.

There are three main types of building permits: Express, Residential, and Commercial. Express Permits are standalone and cannot be combined together for a larger project.

Master Permit Program

The Master File Permit Program in Pinellas County streamlines the building permit process for projects using the same design on multiple sites. Once a building plan is approved as a master file, future permits for that design receive a faster review, cutting approval times from weeks to days. This reduces paperwork, expedites approvals and ensures consistency while meeting all building and safety codes.
