Collection: Garbage & Recycling

Garbage and recycling collection services are managed independently by municipalities (incorporated areas) and County-licensed private haulers (unincorporated areas). Pinellas County does not offer garbage or recycling collection service except in the east Lealman community.

Collection depends on where you live or where your business is located. 

Use Pinellas County’s My Neighborhood Services tool to find out if your home or business is located within a municipality or an unincorporated area.

Unincorporated Pinellas County

Important Notice: Pinellas County Solid Waste is collecting data on garbage and recycling collection service costs for residents in unincorporated areas of Pinellas County. This data will be used to inform potential revisions to recycling requirements in the Solid Waste Ordinance that could affect residents of unincorporated Pinellas County.

The East Lealman Community

Pinellas County Solid Waste provides garbage and recycling service to the East Lealman community through a Municipal Services Benefit Unit. Visit the Lealman Garbage and Recycling Collection page for information about fees, billing, contact information, FAQ, and a service area map.

Garbage Processing

All commercial and residential garbage that is generated in Pinellas County is sent to the Solid Waste Disposal Complex (SWDC) in St. Petersburg. The SWDC is managed by Pinellas County Solid Waste and includes a Waste-to-Energy Facility and a landfill.

Do You Think Your Recyclables Are Being Mixed with Garbage?

What should you do? Use the step-by-step guide below.

  1. Document – take note of the date, time and location of the incident. Take photos or videos of the recyclables being mixed with garbage, if possible.
  2. Contact your municipal or private garbage and recycling collection provider – they may be able to answer your questions and concerns. They can provide information about your recycling program and why these materials may have been discarded. Sometimes, loads of recyclables are rejected from Materials Recovery Facilities (recycling facilities) due to contamination. Your municipal or private hauler can also provide information about your local recycling guidelines.

Report the issue to Pinellas County Solid Waste (PCSW) via recycle@pinellas.gov — be sure to include the details of the incident. We can investigate the issue and reach out to your municipality or private hauler for details on the incident.

Recycling Drop-Off Centers

There are about 40 mixed recycling drop-off centers throughout the county available to residents free of charge. These centers are managed by Pinellas County and its municipalities. View this map of recycling drop-off centers to find the one closest to you.
